5It is inarguable that contacting the same households twice is more expensive than contacting them once. However, a proper measure of survey cost is “dollars spent to obtain data of a given informativeness” and if the data-quality benefits of panel measurement methods outweigh the calling-multiple-times costs, a panel survey might have a lower cost in dollars-per-unit-of-data-quality.
