10The panel structure of the current CE was, in part, designed specifically to address this problem; the first interview is intended to bound the recall period for the second, interview, and the data from the first interview is not used because of concerns about telescoping effects. One might argue that the telescoping problem could be addressed in a two-interview survey where the data from the first interview were discarded, but discarding half of the data collected might not be an efficient use of time and money.
